In order to address South Carolina's historically low census response rate, the South Carolina Budget and Control Board implemented a comprehensive public relations and advertising campaign that mitigated public misconceptions and addressed how the census positively impacts communities. The campaign helped South Carolina produce a national-best improvement in its response to the 2010 census, and earn an estimated US$42.2 million in federal aid in the next decade.
